Sen. Moran on VA home loan reform: 'Protect the home loan benefits veterans have earned and deserve'

U.S. Senator Jerry Moran has said that he is evaluating proposed legislation and engaging with relevant parties to ensure that decisions regarding veterans' home loan benefits are appropriate and protective of their earned entitlements.

"I am reviewing the House legislation and having discussions with VA, veteran service organizations, and housing industry advocates," said Moran. "we are making the appropriate decisions to protect the home loan benefits veterans have earned."

Moran's statement comes in response to the House's passage of the VA Home Loan Program Reform Act of 2025. This legislation aims to authorize the Department of Veterans Affairs (VA) to establish a partial claims program. The program is designed to assist veterans who have fallen behind on mortgage payments by allowing deferred repayment options, thereby preventing foreclosures. The bill is currently under review by the Senate Committee on Veterans’ Affairs.

According to Market Watch, the Veterans Affairs Servicing Purchase (VASP) program, which provided critical support to over 17,000 veterans by purchasing defaulted VA-backed loans and lowering interest rates to 2.5%, ceased accepting new applications as of May 1, 2025. The termination of VASP has raised concerns about increased foreclosure risks among veterans, especially in the absence of a replacement program like the proposed partial claims option.

Market Watch also reports that foreclosure rates among veterans have seen a significant uptick following the end of the VASP program. As of March 2025, the share of seriously delinquent mortgages—those 90 days or more past due—rose by 14% year-over-year. This increase has led to a 9% rise in foreclosure filings compared to the previous year, highlighting the urgent need for effective loss mitigation strategies for veteran homeowners.

Moran has represented Kansas in the U.S. Senate since 2011 and serves as the lead Republican on the Senate Veterans’ Affairs Committee. He has been a staunch advocate for veterans, focusing on improving their quality of life and ensuring they receive the benefits and care they have earned.
