A Wichita man has been sentenced to 30 years in federal prison after pleading guilty to producing child sexual abuse materials. Clell Lacy, 78, admitted to one count of sexual exploitation of a child for his role in creating child pornography.

Court documents state that in May 2024, Lacy used closed-circuit recording devices to secretly record two minor teenagers engaging in sexual acts. He transferred images from the camera’s SD card and printed them, storing the materials at his residence. Authorities discovered and reported these materials in August 2024.

The case was investigated by the Wichita Police Department and the Kansas Internet Crimes Against Children (ICAC) Task Force. Assistant U.S. Attorney Jason Hart prosecuted the case.

“This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
